it seems that the box sets as well as some of the complete seasons come out first in other parts of the world before it hits the US.
I was browsing on Ebay, and i discovored that there are over 25 listings for 24 season 4. Does anyone know why this is?

Not actually Bootlegs... some DVD Regions get early releases than Region 1...
24 Season Four recently became availible in Region 4 (i just purchased one at a local store and looks exactly like the one sold on eBay) the same case happened with recent I, Robot and The Day After Tomorrow's 2 disc all access collector editions, i got them months before they were released in US and Canada, as 2 disc special editions in Region 4... actually on the same date when single editions were released in Region 1.
Why this may be happening? probally the studios have noticed that with US and Canada consumers, the double dipping technique has worked better than in other countries; other reasons could be for testing a product prior for its release in Region 1, or to balance when the situation is the opposite worldwide, since most of the time US and Canada consumers get DVD releases, months or years before, when not simultaneously with the rest of the world.
This case applies to Smallville fourth season or The Simpsons sixth season, which are already availible in Region 1, but it will take a couple of months before they're availible in Region 4; another case happened with The Sopranos which after years of waiting, are slowly being released in Region 4 (so far the first 2 seasons are availible)
The opposite situation has happened with some Disney titles, where titles as Lilo and Stitch, which i purchased months ago in 2 disc Special Edition in Region 4, hasn't been released in US and Canada, while other special editions such as Pocahontas and Toy Story 2 disc 10th anniversary editions, Atlantis and The Emperor's New Groove 2 disc collector's editions are availible in Region 1, but still no word of their release for other parts of the globe.
Are there any benefits for late DVD releases in Region 1? sometimes they are... refering to most the titles mentioned earlier, the cover art and plastic/cardboard packing tends to be different and maybe even better, also sometimes Region 1 titles do content more than earlier Region 2 or 4 releases.
Per example Battlestar Galactica Season 1 DVD was released in Region 2, months before than Region 1, but with the international version of the episodes (their intro are different) while the recent Region 1 release has the US version of the episodes, as well the miniseries, and other extra material not included in the previous Region 2 release.
Is it fair than some titles are released before than for US and Canada consumers? of course not, then again it isn't fair than some titles are released in Region 1, months or years than the rest of the world (if lucky that they're actually released) neither it's that some alterations are made that makes you get more stuff, or less that other parts.
This applies to the case of the upcoming release of Disney's Tarzan and The Emperor's New Groove "special editions" in Region 1, which i understand aren't re-releases of prior collector's editions, but rather new single editions with some goodies included; in the other hand i purchased months ago Tarzan as a 2 disc special edition in Region 4, which is actually a re-release of the mentioned collector's edition.
In the other hand, a case such as Alexander director's version was released in Region 4, but as a single edition therefore it doesn't include the second disc with the behind the scenes docummentary, neither all the additional material in the Region 1 release; another case is the recent Gladiator - 3 disc extended edition, where only the Region 1 release includes the original theatrical version, while Region 2 - 4 releases apparently have only the extended version of the film.
Finnaly another recent case is the surprising release of all 3 seasons of Star Trek The Original Series in Region 4, a year after their release in Region 1 and identical in all aspects, includes all the episodes and extra material, even the plastic egg-like packing are the same, but with 2 huge difference, it contains audio and subtitles in spanish and portugues (retaining the original english audio in 5.1 mix and subtitles) and the price is much cheaper (i got them for half of what they're sold in US stores)
