A non HD DVD or Blu Ray question :-)

Recently I have been watching and catching up on tv shows thru my pc. I connect my laptop to my HD TV thru the VGA port. The quality of picture is quite good but sometimes the commercials get real irritating especially on NBC. Does anyone know how to get the white lines on the far right and bottom off of the screen with the fox broadcast(they had a nice presentation of the Terminator show with no commercials). Any other secrets to get the biggest view of the show and littlest amount of commercial banners would be nice too know as well.
