DVD Forum WG-12(DVD2 working group) is sending a rough DVD2 spec to BDA Forum to obtain BDA feedback on DVD2 spec and to ensure better interoperability between DVD2 and Blu-Ray players.

Can you post the article that states the DVD forum is presenting the DVD2 specs to the BDA now?

DVD Forum’s Work Group 12 Set to Communicate with Blu-Ray Disc Association.
DVD Forum to Detail Network Connectivity Specifications for DVD
Category: Multimedia

At the 41st DVD Forum Steering Committee meeting several decisions were made with the most significant one being declaration of intention to include Internet connectivity into DVD players and communicate with “other organization” regarding recommendations.
The DVD steering committee approved the scope of the so-called Workgroup-12 (WG-12) on the meeting held in Tokyo, Japan, on the 27th of February, 2008. The WG-12 will “study and specify network applications and related network specification of DVD Forum formats, make recommendations for better interoperability and functionality of network connected DVD Forum specified devices and content. Besides, the WG-12 will “communicate on relevant recommendations with other standard creation organizations”.
Conventional DVDs do not feature any interactive technologies, whereas players cannot connect to the Internet in order to download additional content. Both interactive capabilities and Internet connectivity are available in HD DVD specification as well as Blu-ray disc profile 2.0. Given that it is not hard for content providers to enable Web-downloadable content for DVD, the DVD Forum plans to study whether this feature is relevant at all.
Given that without Toshiba HD DVD format is likely to vanish into oblivion, DVD Forum has to work with the Blu-ray disc association (BDA) to ensure that Web-based technologies were similar on both BD and DVD.
Some observers also pointed out that Toshiba-led DVD Forum may also explore video-on-demand Web-enabled technologies.

But while waiting for the article, the other article from which you quoted said something interesting:

Don't bother, Skyhawk is a Blu-Ray troll, obviously.

SOme people will be interested in the features. Personally i don't watch audio commentaries and the like on regular DVDs. But I do like PIP and the pop up menus.

The article doesn't say anything about "DVD Forum asking BDA to incorporate DVD2 spec into Blu-Ray players"...

I definitely like the popup menus and would welcome them on standard DVDs if I was still buying them (but I'm not unless it's something in the $5 Walmart bin I want to watch). Unfortunately, standard DVD doesn't offer the bandwidth that would allow an additional encoded video in the stream for PiP. Bandwidth is just a limitation of the format, and one which would also limit the functionality of HDi on standard DVD if it were ever adopted. Space of course is an additional factor.
