BTW, the price is up to $31.99 now at bestbuy so they must have fixed it.

Actually there's a few people here in Toronto that sell them for that cheap, sometimes even cheaper and they're brand new and sealed (not saran wrap either).
Also there's a store here in Chinatown that apparently (I haven't checked it out yet but they advertise) sells brand new blurays with damaged labels at a discount. Some of them below $15. The discs are supposedly fine but the case or label is damaged so the big box stores won't sell them.
