Not really sure what your talking about. I don't know if this is something on your browser or in "My Town" right here.
I have noticed the last few years you can actually drag and drop certain things on and off toolbars in various programs.

If it is the "Wish List Favorites" located at the top of you dashboard page - here is what you do.

Go to your wish list.
Click on a title.
It is now possible to rate that title.
The highest rated titles will be displayed on the dashboard.

Did it make sense?

I figued it out. It's when you click on your avatar and there's a "My Favorite Releases" bar with movie covers...once I rated my movies, the top ones appeared there. I was not aware we could actually click on the movies and rate them ourselves....
