From Hell [2-Disc Special Edition]

Concerning the story, it's important to remember that the movie is based on a graphic novel by Alan Moore and Eddie Campbell, and it had to use the theories in that novel!
And since the graphic novel is nearly 600 pages, some essential cuts were necessary

Just an anal-retentive remark: epilogue is something that comes after the main story, prologue is what the speech by Jack the Ripper should be called, becuase it comes before the story (although I do think it's said again at the epilogue, but in the way you meant it, it should be called a prologue) just a little FYI. ;)

Thank you, Onijay. I had meant that the Ripper said it as an epilogue to his killings, but it did come out sounding wrong.
