Currently, no specs have been announced, but the set will include all 5 Blu-ray releases of the franchise: 'Dirty Harry', 'Magnum Force', 'The Enforcer', 'Sudden Impact' and 'The Dead Pool'.
No details on the special features yet, but Warner states that the box set will be packed with extras.

There was a rumor that this was supposed to make it to HD-DVD before the cut-off. I assume that is false?

Yes, the HD DVD is a no go since it is after May 31st.
