Video:
The video (1.33:1, full-screen on 4:3 monitors) quality was quite high. The animation was full-motion at all times, and the colors were vibrant. There were plenty of action sequences, and all of them looked good, too. There´s really little for me to complain about.
Audio:
None of the background music was memorable. The opening song was the same as what we heard on the first DVD. Although it´s in English, I wish that it had been subtitled as well--there were a few lines that I couldn´t understand, even after listening to it eight times. The closing song was pleasant. Sound effects were decent enough to not count against the final score.
You can watch the show with either Dolby Digital 2.0 stereo Japanese or English. There are optional English subtitles. I watched the show in Japanese with English subtitles.
Extras:
There were four extra features. The first was an interview with voice actresses Michiko Neya, Riku Matsumoto, and Junko Imao, who voiced Honey, Chokkei, and Natsuko, respectively. They answered fairly standard questions such as "Who was your favorite character?", "What was your favorite Honey costume?", etc. As an interesting twist, they passed a bomb back and forth at the end of the interview while trying to name villains from the series. When the bomb went off, confetti flew out of it.
"The Honey´s Live" (they put the apostrophe there, not me) is footage from a convention. As part of a promotional display, three cosplaying women sing the opening song from "New Cutey Honey", put on a brief skit, give away some free stuff to children in the audience, and sing a little more. Because there aren´t any subtitles, I don´t know what was going on exactly, but it´s easy to get the gist of it.
"Recording Session" shows the opening song being recorded in the studio, then some scenes from the first episode off of the "New Cutey Honey Collection 1" DVD.
Finally, there are trailers. I was pleasantly surprised to find that these were not trailers for other ADV products but were four trailers for "New Cutey Honey". The first is basically the opening animation without credits, followed by two trailers for the four episodes that were in "New Cutey Honey Collection 1". The last trailer is for both "New Cutey Honey" and the sound track.

Film Value:
Even though I didn´t like the first collection, I actually enjoyed this second collection. I suppose it was because the stories on the second DVD were written better than the ones on the first DVD. In the first collection, I felt that the story moved too slowly across four episodes and was way too predictable. In the second collection, the stories are contained in one episode, so they feel like self-contained short stories. I wouldn´t be embarrassed to show some of my friends this disc, and I might even watch it again on my own. In the grand scheme of things, "New Cutey Honey Collection 2" doesn´t revolutionize animation, but it features decent animation and is entertaining enough that you don´t have to feel guilty about watching it for the fan service alone.
