Video:
The video is presented in the 1.33:1 (full-screen on 4:3 monitors) aspect ratio. I didn´t see any defects in terms of artifacts or compression errors. The animation was smooth and looked well-done. There was one instance of recycled footage, but it seemed appropriate. The colors were bright and clear.
Audio:
You can watch the show with either Dolby Digital 2.0 stereo Japanese or DD 2.0 stereo English. There is an option for English subtitles. (I watched it in Japanese with English subtitles.) The voice acting seemed to be well-done, and I don´t have any complaints about the audio quality. However, there was one weird glitch that popped up. If I skipped instead of fast-forwarding through the credits between episodes, the audio switched to English, though the subtitles were still visible. I only have one DVD player (a Samsung DVD-711), so I won´t rule it out as the responsible party, but I´ve never had a problem like this with any other DVD, including the other "Dirty Pair Flash" DVDs. This happened going into episodes 3, 4, and 5.
Extras:
The DVD comes with four extras. The first is Character Bios, which shows a face shot and one page of text on the various characters that appear in the DVD. I noticed that the bios for Kei and Yuri are the same ones as from the first DVD, and as such, they aren´t completely relevant anymore. I thought that ADV would have updated them, but I guess not.
DP Flash Mission 3 Trailer contains a subtitle and credits-free original Japanese trailer for, well, the Dirty Pair Flash Mission 3 series. Finally, Original Credit Animation has the original Japanese opening animation without subtitles, although there are still the Japanese credits. As far as I could tell, the only difference between the Japanese and English versions was that the English version replaced the Japanese title screen with one written in English.
The fourth extra was ADV Previews, which has six trailers for other ADV anime productions. Once again, I object to calling an advertisement an extra.

The DVD comes with a single-page, colored insert with chapter listings on it.
Film Value:
So now the big question: should you watch this? Yes, definitely. Just watch the other "Dirty Pair Flash" DVDs first. With at least five episodes per disc, they´re a good bargain, and the animation and stories are of high quality. If you´re looking for a series with comedy and action, give "Dirty Pair Flash" a chance.
